Additional DOT System Approval Requirements

The IDEA protocol provides a mechanism for reviewing proprietary retaining wall systems and issuing technical evaluation reports. Many state and local transportation agencies, as well as large private owners, will find the IDEA protocol to be sufficient for evaluation of wall systems. However, some state DOTs will have supplemental requirements to address their specific wall system requirements.

Within this section, users will find listings of individual DOTs’ requirements for use of proprietary retaining wall systems. These listings are meant to help guide wall system suppliers, contractors, and engineers in their work with individual states. 

The requirements vary amongst the DOTs. For DOTs that maintain a qualified product list for proprietary retaining walls, the variations generally fall into one of four categories in regards to their use of IDEA reports for system evaluation. These general categories are:

  • No additional system submittal requirements, other than the IDEA report.
  • A few additional system submittal requirements, in addition to the IDEA report.
  • A moderate number of additional system submittal requirements, in addition to the IDEA report.
  • An extensive number of additional system submittal requirements, in addition to the IDEA report.

Some other DOTs do not maintain an approved list of wall vendors and, therefore, do not have general submittal requirements or a pre-approval process. These agencies require wall vendors meet all of the design, specification and/or special provision requirements on a project-specific basis.
